As it turns out , the Mississippi River - Gulf Outlet, (MR-GO) an Army Corps of Engineers project, gave the Katrina storm surge a direct line to New Orleans.  A Federal Judge agreed with victims in a lawsuit contending the U.S. gov was negligent with MR-GO and ordered the government to compensate the families for damages.  Obama's AG Eric Holder has refused to pay the poor people, and has filed an appeal.  Greg Palast writes:

"It was George W. Bush who gave the middle finger to the victims of the Corps’ cruel negligence and fought the claims for compensation. Now, Obama has made Bush's pitiless renunciation of New Orleans his own policy just as Obama turned Bush's war in Afghanistan into his own."

As if this was unexpected, it should be noted that in building the MR-GO, the Corps used 'discretion' to put shipping concerns ahead of safety concerns.  And what is shipping down the canal?  Crude oil from Chevron, BP and Shell.
